Does alcohol burn off?
Not completely. Food scientists have found that much of the alcohol remains after baking or simmering, depending on time and method.
The scholarly view
Most scholars treat wine as something to avoid entirely, so adding it to food is not allowed even if the dish would not intoxicate. A few Hanafi positions on transformation apply to wine that becomes vinegar, not to cooked wine.
Swaps
Red wine → grape juice with a splash of vinegar; white wine → stock with lemon; mirin → rice vinegar with sugar. See halal baking swaps.
